For the first time in Latin America and the Caribbean, citizens will be able to complete digital public service transactions in another country using their national digital identity. This achievement was showcased during the XIX Annual Meeting of the Inter-American Digital Government Network (Red Gealc) in Antigua, Guatemala, with the launch of IdLAC — a regional technology platform developed with support from the Inter-American Development Bank (IDB).
IdLAC functions as a digital identity broker, securely linking digital identity providers and service platforms that require identity verification. Through this system, users can access multiple digital services across different countries using a single account, eliminating the need for repeated registrations. The platform supports a range of public services, including license renewals, tax payments, migration declarations, and trade registrations.
A live demonstration highlighted IdLAC’s potential for regional interoperability. Citizens from Uruguay, Colombia, and Brazil authenticated themselves using their national digital credentials to complete a migration process in Chile. The system seamlessly connected each user’s national digital identity platform to Chile’s system, completing the transaction securely and efficiently.
IdLAC is part of the Regional Digital Citizen initiative led by the IDB, in collaboration with the World Bank, Co-Develop, the Organization of American States (OAS), and Red Gealc’s digital identity working groups. Uruguay led the technical development, while Chile chaired Red Gealc in 2025. Alongside the four pilot countries, eight more — Argentina, Bolivia, Costa Rica, Ecuador, Guatemala, Paraguay, Peru, and the Dominican Republic — have joined the initiative, with additional countries set to follow.
By enhancing interoperability, security, and trust among national systems, IdLAC advances digital cooperation and integration across Latin America and the Caribbean. It represents a major step toward regional digital sovereignty and easier access to public services for millions of citizens.
