The European Investment Bank’s development arm, EIB Global, has signed a €100 million loan agreement with the Central Bank of Armenia to expand access to finance for micro, small, and medium-sized enterprises (MSMEs) and mid-cap companies. Backed by the European Fund for Sustainable Development Plus (EFSD+), the initiative aims to strengthen economic resilience and promote inclusive growth across Armenia. The agreement was signed in Yerevan by Central Bank Governor Martin Galstyan and EIB Global’s Head of Division Marion Hoenicke.
The funds will be channelled through the Central Bank and on-lent to eligible businesses via participating commercial banks and credit organisations, with implementation support from the German-Armenian Fund. Around 500 enterprises are expected to benefit from the programme, helping sustain roughly 14,000 jobs. The initiative prioritises regional and inclusive development, with at least 45% of financing going to businesses outside Yerevan, 30% to women-led enterprises, and 40% to green and environmentally sustainable projects.
This operation reinforces the European Union’s commitment to Armenia’s Resilience and Growth Plan, particularly its focus on business development and connectivity. It builds on four previous EIB credit lines totalling €220 million, which have already improved access to finance and supported economic diversification in Armenia.
EU representatives and EIB leaders highlighted the partnership’s importance for Armenia’s economic future. They underscored that affordable finance, regional inclusion, gender equality, and green investment are key to driving sustainable progress. Central Bank Governor Galstyan noted that the collaboration with the EIB has significantly enhanced SME financing and job creation, and this new facility will further boost green investments and women’s economic participation.
Through this fifth EIB loan, the Central Bank of Armenia will ensure that funds reach eligible MSMEs and mid-caps efficiently, reinforcing a more inclusive, competitive, and sustainable Armenian economy.
