The National Social Security Fund (NSSF) of Lebanon, in collaboration with the International Labour Organization (ILO), has completed a major project to digitize social security records, marking a significant milestone in the country’s social protection reform. This digital transformation supports the implementation of the new pension scheme introduced under Law 319/2023, which aims to provide sustainable and adequate old-age protection for NSSF contributors.
The project received funding from the UK government through the initiative “Supporting Social Security and Institutional Reforms Towards a Strengthened Social Protection System in Lebanon,” with the ILO providing key technical assistance. A specialized data entry firm digitized around 850,000 individual records from yearly declarations between 2021 and 2024. These records were then validated for accuracy and integrated into the NSSF’s central database.
This initiative ensures that Lebanon’s social security database remains reliable and up to date, supporting evidence-based policymaking and enabling actuarial studies crucial for launching the pension system. It also helps address challenges related to end-of-service indemnities and ensures contributors’ benefits are properly documented, strengthening transparency and sustainability in social protection. NSSF Director General Dr. Mohamed Karaki emphasized that the achievement will accelerate efforts to finalize the decrees required for launching the new pension system by 2026.
ILO Regional Director for Arab States Ruba Jaradat highlighted the importance of the project as a foundation for a transparent and resilient pension system that protects workers’ rights. British Ambassador Hamish Cowell also commended the initiative as a vital step toward strengthening Lebanon’s institutional capacity and inclusivity in social protection.
Looking ahead, the NSSF plans a broader digital transformation to further improve the efficiency, transparency, and accessibility of its services, reinforcing Lebanon’s progress toward a modern and inclusive social protection framework.
