The Norwegian Government has proposed increasing civilian support to Ukraine by NOK 15 billion in 2026, maintaining a total minimum allocation of NOK 85 billion for the year. This continues the record-high level of civilian and military assistance provided in 2025, with NOK 15 billion designated for civilian needs and NOK 70 billion for military support. Norway’s commitment reflects its steadfast stance against Russia’s ongoing illegal war of aggression and its support for Ukraine’s sovereignty and security.
Minister of Defence Tore O. Sandvik emphasized that Norway’s assistance aims to enable Ukraine to determine its own future while bolstering Norwegian and European security. The additional civilian funding is intended to help Ukrainian society function amid the conflict by ensuring access to essential services, including lighting, heating, healthcare, and education, as well as providing life-saving support to populations near the front lines, according to Minister of Foreign Affairs Espen Barth Eide.
The increased civilian funding will also support energy security, reconstruction efforts, and budgetary assistance to Ukrainian authorities. It includes doubling allocations to Norfund’s Ukraine Investment Fund, which invests in Ukrainian businesses that face high risks, thereby contributing to the country’s economic recovery. Humanitarian support will also be expanded to address immediate needs arising from the ongoing conflict.
On the military side, Norway will continue providing NOK 70 billion in support to strengthen Ukraine’s defense capabilities. This includes training initiatives under the Nordic-Baltic-Polish framework, enhancing maritime capabilities, procuring equipment from Ukraine’s defense industry, and focusing on priority areas such as artillery, drones, autonomous systems, and air defense. Minister Sandvik highlighted the increasing role of the defense industry in sustaining support, with efforts to promote industrial cooperation and investment in Ukrainian defense companies.
If approved by the Norwegian parliament, this budget proposal will bring Norway’s total support to Ukraine to NOK 275 billion for the period 2023–2030, reinforcing both humanitarian and military assistance while helping Ukraine withstand Russia’s ongoing aggression and work toward achieving peace on its own terms.
