The International Labour Organization (ILO) has introduced a set of indicators aimed at strengthening labour administration systems to enhance governance and effectiveness amid rapid technological, demographic, and economic changes reshaping the world of work. These indicators were developed and validated in collaboration with ministries of labour from diverse regions and legal systems, translating the United Nations Principles of Effective Governance into actionable measures that capture both processes and outcomes.
The tool comprises three subsets: whole-of-ministry indicators of effectiveness, service-specific indicators covering labour inspection, public employment services, social dialogue, and research, and a governance index that provides an overall assessment of performance. These indicators are designed to help labour administrations, which play a central role in protecting workers, ensuring fair frameworks for employers, supporting inclusive labour markets, and fostering dialogue and social peace in line with international labour standards.
As labour markets evolve, administrations must adapt while coordinating across ministries and agencies. The new indicators offer a flexible framework to strengthen systems, identify governance gaps, manage risks, and improve performance, supporting administrations in aligning with international standards. They are intended to complement surveys, research, and stakeholder input rather than serve as a standalone assessment or comparison tool.
To facilitate implementation, the ILO will provide technical assistance to help governments apply the indicators in practice, thereby reinforcing the contribution of labour administration to sustainable development and improved governance.
