The European Investment Bank (EIB) and Ukraine’s Specialized Anti-Corruption Prosecutor’s Office (SAPO) have signed a memorandum of understanding (MoU) to enhance cooperation on transparency and integrity, aiming to protect EU investments and ensure the responsible use of funds for Ukraine’s recovery. This initiative builds on the EIB’s broader collaboration with Ukrainian law enforcement and oversight institutions to strengthen accountability and safeguard EU-supported projects.
The MoU, signed in Luxembourg by EIB Inspector General Monique Koning and SAPO Head Oleksandr Klymenko, establishes a framework for close cooperation to address fraud, corruption, and other prohibited conduct linked to EIB-financed projects in Ukraine. By improving information sharing and coordination, the partnership aims to ensure EU financial support is used effectively, transparently, and in ways that contribute to Ukraine’s economic recovery and growth.
EIB Vice-President Teresa Czerwińska emphasized that upholding transparency and integrity is central to the EIB’s mission and that closer collaboration with Ukraine’s anti-corruption institutions will reinforce these principles on the ground, ensuring EU investments deliver lasting benefits. Inspector General Monique Koning added that the agreement provides a strong foundation for exchanging information and combating fraud, ensuring projects are implemented with full transparency, accountability, and trust.
SAPO Head Oleksandr Klymenko noted that the MoU will protect EU investments, accelerate reconstruction, and strengthen public trust. He highlighted that the partnership will build mechanisms for early warning, transparent information exchange, and prevention of misuse from the project preparation stage onward, emphasizing that public trust and effective use of funds are central to the cooperation.
The agreement complements the EIB’s wider engagement with other Ukrainian oversight bodies, including the National Anti-Corruption Bureau, Prosecutor General’s Office, Economic Security Bureau, State Bureau of Investigation, and State Audit Service. This coordinated approach reinforces efforts to promote good governance, transparency, and accountability. The EIB also encourages individuals to report potential irregularities in EU-funded projects through its confidential reporting platform.
