The Department of War has awarded ten grants under the Defense Community Infrastructure Program (DCIP) totaling approximately $90 million through the Office of Local Defense Community Cooperation. The DCIP is a competitive program that supports states, territories, and communities in enhancing infrastructure to strengthen military readiness, support cadet training at covered educational institutions, improve installation resiliency, and boost family quality of life around military installations.
The Fiscal Year 2025 grants were selected from applications invited in response to a May 27, 2025, DCIP Notice of Funding Opportunity, as directed by the Assistant Secretary of War for Energy, Installations, and Environment. These federal awards leverage an additional $59.9 million in non-federal funding, bringing the total investment in defense community infrastructure projects to approximately $150 million. The program is designed to build partnerships with local communities, ensuring installations remain ready, resilient, and mission-capable.
Among the awards, Alaska received $14 million for high-speed fiber optic installation at Point Barrow Long Range Radar Site and $15.6 million in two projects by Golden Valley Electric Association to upgrade electrical infrastructure and substations supporting Joint Base Elmendorf-Richardson and Eielson Air Force Base. In California, the North County Fire Protection District received $7 million for a fire station construction project to support Marine Corps Camp Pendleton and Naval Weapons Station Seal Beach, Detachment Fallbrook.
Other notable grants include $5.7 million to the Southeastern Connecticut Council of Governments for water main replacement supporting Submarine Base New London, $4.8 million to the Port Authority of Guam for pier structural and safety upgrades supporting Joint Region Marianas, and $10 million to the Oklahoma Department of Transportation for highway and bridge reconstruction benefiting McAlester Army Ammunition Plant.
Virginia’s City of Chesapeake received $11.9 million to construct a waterline supporting Naval Support Activity Hampton Roads, while Kitsap County, Washington, received $20 million for a large anaerobic digester project at Naval Base Kitsap. Additionally, the City of Everett, Washington, received $300,000 to build a police boathouse supporting Naval Station Everett. Groundbreaking on all projects will proceed once environmental requirements are met.
The Defense Community Infrastructure Program is authorized under 10 U.S. Code § 2391 and continues to play a critical role in strengthening partnerships between the Department of War and local communities while ensuring the readiness and operational effectiveness of U.S. military installations.
