CBSA Advances Saint-Bernard-de-Lacolle Border Crossing Modernization Project

The Canada Border Services Agency (CBSA) announced that the modernization of the Saint-Bernard-de-Lacolle border crossing, launched in winter 2025, is moving forward with a new phase set to begin shortly. Starting September 29, 2025, redevelopment of the travellers’ primary inspection line will commence, requiring the temporary closure of five of the eight processing lanes. The dedicated NEXUS lane will remain open. This major redevelopment is scheduled for completion by winter 2027, with the opening of eight new traveller booths. The timing of the work follows the busy summer season, during which fewer lanes are typically in use, and comes amid a 25% decrease in traffic compared to the same period in 2024.

To minimize delays, travellers are encouraged to check real-time border wait times online for nearby ports of entry. Meanwhile, other key modernization activities at the site are progressing. The deconstruction of the old commercial building was completed in spring 2025, and excavation and foundation work for the new passenger processing building has been ongoing since summer. Above-ground construction is expected to begin this fall.

In addition, renovations to the commercial booths will soon begin, including civil work during the winter and replacement of the booths’ main windows. These renovations will lead to periodic lane closures, and commercial clients are advised to use the Saint-Armand/Philipsburg port of entry when possible during the coming months. Current restrictions on oversized commercial vehicles remain in effect as outlined in Customs Notice 25-18.

Eric Lapierre, Regional Director General for CBSA’s Quebec Region, expressed appreciation to travellers and truck operators for their cooperation during this complex project, which aims to strengthen border security and support the Canadian economy.
