Beirut’s largest park, Horsh Beirut, has taken a major step toward becoming an accessible, vibrant, and sustainable public space with the inauguration of its first revitalization phase under the EU-funded ENABLE Programme. Implemented by the International Labour Organization (ILO) in partnership with the Ministry of Social Affairs, the Municipality of Beirut, and local organizations Nahnoo and arcenciel, the project aims to transform the park into a hub of social cohesion, environmental awareness, and decent work opportunities.
The opening ceremony brought together Minister of Social Affairs Haneen El Sayed, ILO Regional Director for Arab States Ruba Jaradat, Beirut Governor Marwan Abboud, EU Delegation Deputy Head Cyril Dewaleyne, the mayor of Beirut, senior municipal officials, and members of the local community. The revitalization works included a 1.7 km cycling track, improvements to the skatepark, and rehabilitation of sanitary facilities, creating a public space designed to meet accessibility standards for persons with disabilities, children, and the elderly.
Minister El Sayed highlighted that the park symbolizes more than rehabilitation: it reflects Beirut’s right to safe, inclusive, and environmentally friendly public spaces. She emphasized the linkage between social protection programs and sustainable employment, noting that a referral unit has been established to connect jobseekers with private sector opportunities.
Ruba Jaradat underlined that Horsh Beirut now serves as a platform for inclusive recreation while providing 200 young people previously on the margins of the labor market with decent work opportunities. The next phases of the project will introduce an amphitheater, a library, and additional green areas, supporting over 400 social assistance beneficiaries in gaining productive employment.
Governor Abboud stressed the importance of preserving the park despite years of challenges, including encroachments, fires, and limited funding. With upgraded facilities, expanded green areas, and improved security and lighting, Horsh Beirut is poised to remain an environmental landmark and a space for community gatherings. EU representative Cyril Dewaleyne reaffirmed the EU’s commitment, noting that investing in inclusive, green urban spaces is essential for resilient, liveable cities.
The inauguration featured guided tours of the new cycling path, skatepark, and facilities, along with inclusive sports demonstrations, a community bike ride, live music, and environmental awareness activities. These initiatives engaged children, youth, families, and persons with disabilities, showcasing Horsh Beirut’s transformation into a lively and welcoming hub for all. The event also marked the launch of ongoing ENABLE activities, including weekly biking, skateboarding, cultural events, and further projects that will continue to strengthen the park’s role as a safe, inclusive, and sustainable public space.
