The Government of Kenya, in collaboration with 71 organizations from civil society, the private sector, development partners, and the United Nations, has launched the Joint Disability Inclusion Strategy (2025–2027). This landmark framework is aimed at accelerating the rights, empowerment, and inclusion of persons with disabilities across the country.
Grounded in the Persons with Disabilities Act 2025 and aligned with the global UN Disability Inclusion Strategy (UNDIS), the framework is structured around five key pillars: Economic Empowerment, Political Empowerment, Digital Empowerment, Access to Facilities and Services, and Data and Statistics. Together, these pillars provide a comprehensive approach to advancing disability rights through multi-sectoral collaboration.
The strategy outlines tangible measures, including enforcement of the 5% quota for employment and political participation, wider access to assistive technologies, development of inclusive infrastructure guided by the AAA-Q Framework, and the strengthening of disability data systems to support evidence-based decision-making.
To ensure effective delivery, the National Council for Persons with Disabilities (NCPWD) will coordinate implementation, working alongside designated pillar leaders and specialized clusters. Detailed implementation matrices have been developed to guide progress over the three-year period.
This milestone initiative underscores Kenya’s leadership in promoting disability inclusion and reflects its unwavering commitment to safeguarding the dignity, rights, and aspirations of all its citizens.
