More than 40 organizations have come together to launch the Global Call to Action on Strengthening Water and Sanitation Regulatory Systems, aiming to improve public health, promote equity, and enhance climate resilience by reinforcing regulatory frameworks worldwide. This initiative responds to urgent gaps highlighted in the latest UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) report, which revealed that many countries—particularly in the area of sanitation—still lack effective regulation. The report also found that countries with strong regulatory systems advance more quickly toward their national water, sanitation, and hygiene (WASH) targets.
The Call to Action lays out practical steps for stakeholders including governments, regulators, donors, and partners to create stronger enabling environments for regulation. It stresses the importance of legally enforceable standards, the establishment of independent regulatory institutions, inclusive monitoring practices, and sustainable financing models. Regional regulatory associations are also recognized as key players in driving progress by sharing tools, knowledge, and capacity across countries.
The launch was marked by remarks from high-level global leaders, such as Retno Marsudi, the UN Secretary-General’s Special Envoy on Water, and Bruce Gordon, WHO’s Head of Water, Sanitation and Hygiene and Vice-Chair of UN-Water. The initiative is designed to foster collaboration at all levels and is supported by multilingual resources, including the Call to Action document available in six languages and accompanying launch videos in four languages.
