The European Commission has proposed a partial suspension of Israel’s participation in the Horizon Europe program. This measure specifically targets Israeli entities involved in activities funded under the European Innovation Council (EIC) Accelerator, which supports start-ups and small businesses developing disruptive technologies.
The decision is linked to the EU-Israel Association Agreement, particularly Article 2, which outlines obligations related to human rights and democratic principles. The European Commission views adherence to these obligations as essential for continued cooperation, including in areas of scientific and technological collaboration.
Although Israel has taken some steps to meet its humanitarian commitments in Gaza, including implementing daily humanitarian pauses, the broader humanitarian situation remains critical. This ongoing concern prompted the EU to act within the framework of its association agreement.
The suspension will impact Israeli entities developing technologies with potential dual-use applications, such as those in cybersecurity, artificial intelligence, and drone systems. However, the measure is both targeted and reversible. It does not affect Israeli participation in collaborative research projects or academic initiatives under the broader Horizon Europe framework.
