The Government of Uganda, with support from the African Development Bank, has officially launched the stocktaking process for its updated Nationally Determined Contribution (NDC) and initiated the development of NDC 3.0. This launch marks a key milestone in Uganda’s climate action agenda, aligning national climate efforts with the outcomes of the first Global Stocktake under the Paris Agreement and reinforcing its commitment to enhanced climate ambition and national development priorities.
The launch took place during an inception workshop on July 15, 2025, at the Sheraton Hotel in Kampala, and brought together a diverse range of stakeholders, including government representatives, development partners, civil society, and academic institutions. The event outlined the NDC 3.0 roadmap, which includes evaluating progress made since the 2021 NDC update, identifying new climate priorities, refining targets, estimating implementation costs, and preparing investment-ready plans.
Dr. Josephine Ngure, Acting Country Manager for Uganda at the African Development Bank, emphasized the importance of inclusive stakeholder participation in the NDC development process. The stocktaking exercise is funded by the Africa Climate Change Fund Multi-donor Trust Fund and reflects the Bank’s broader strategy to strengthen the climate resilience of its Regional Member Countries. Participants reviewed a draft inception report prepared by the consultancy firm HEAT GmbH and discussed proposed national indicators to guide the assessment process. Discussions centered on evaluating implementation progress, recognizing data and capacity gaps, and ensuring alignment with Uganda’s broader development goals.
The workshop concluded with the adoption of the draft inception report, identification of areas requiring further refinement, and recommendations for a robust public awareness campaign to promote the NDC 3.0 process. Uganda reiterated its commitment to developing a comprehensive, inclusive, and implementable NDC that incorporates strategies for adaptation, mitigation, and financing.
By launching the NDC 3.0 process, Uganda is taking proactive steps toward submitting its third NDC under the Paris Agreement, affirming its dedication to a low-carbon, climate-resilient future consistent with its Vision 2040 development framework.
