The Asian Development Bank (ADB) and the International Development Research Centre (IDRC) have partnered to support research on improving access to quality and affordable childcare in Vanuatu. The initiative addresses the lack of state-supported childcare centres that meet established standards of care and education, which poses significant challenges for working parents, particularly women, in re-entering the workforce. In collaboration with the Government of Vanuatu, the project focuses on developing inclusive childcare models that promote child wellbeing and family support, especially in the capital city, Port Vila.
The research will examine the current landscape of childcare in Vanuatu, including the design of existing centres, relevant policies and regulations, and the overall supply and demand for services. It will also assess families’ willingness to pay for quality childcare. The findings will inform policy recommendations and operational guidelines for an inclusive and sustainable childcare service system. These guidelines will emphasize good practices and child safeguarding principles.

By leveraging strategic partnerships and innovative financial tools, ADB seeks to address complex regional challenges and promote quality infrastructure and social services.

Its focus includes fostering locally driven innovations and encouraging the active involvement of women and their organizations in policy development.
The partnership is expected to contribute to increasing women’s participation in economic, educational, political, and social spheres by enabling better childcare solutions. As a result, the initiative aims to support broader goals of equity, economic inclusion, and sustainable development in Vanuatu.
