FDRE Jobs Creation Commission, in alignment with Mastercard Foundation’s Young Africa Works strategy, has designed and launched a three-year inclusive and innovative project, TILA, to address the needs of women in rural Ethiopia, internally displaced people, refugees, homeless youth, and people with disabilities.
TILA project’s goal, inclusiveness, has increasingly been a focus of policymakers and grassroots organizations, to reduce inequality and to develop a comprehensive employment package for those groups who are often excluded from the productive sectors of the economy.
TILA aims to address the binding constraints, in the labor market, facing vulnerable and marginalized groups such as underrepresentation in the design and implementation of active labor market policies and programs, limited access to information about employment opportunities, lack of employability and business development skills, and unfavorable social norms and practices.
Upon inception, TILA project used a Human-centered Design approach to define the needs of program participants and designed interventions in a collaborative co-designing process with policy and implementing organizations from federal and regional governments, NGOs, community-based organizations (CSOs), and youth and women associations.
Initially, TILA will target 19,000 women in rural Ethiopia; 5,000 internally displaced peoples and refugees; 2,000 homeless youth; and 5,000 youth with disabilities in five regions. This will be followed by prototyping, testing, and scaling up of innovative approaches nationwide.
The implementation of this project will be spearheaded by five CSOs, NGOs, and private sector actors that responded to the call for proposals. These organizations have a proven track record of addressing unemployment in Ethiopia focused on marginalized groups, a balanced geographical coverage, and the ability to contribute financially towards the success of the project.
The implementers, Kidame Mart, Beza Posterity Development Organization (BPDO), Association for Women’s Sanctuary Development (AWSAD), Ethiopian Center for Disability and Development (ECDD), and Cheshire Foundation Action for Inclusion (CFAI), have committed to availing dedicated project staff to oversee an ethical and transparent process in the identification and selection of participants, while adhering to the standards JCC has set out to ensure comprehensive, consistent, and quality service delivery.
The pilot phase of the project will receive support from the Mastercard Foundation through a commitment of USD $4.6 million (193 million Birr) and USD $1.5 million (61.5Million Birr) will be matched by the five implementing organizations.
